The Tennessee teachers union is questioning the logic of new state laws that will base teacher evaluations on factors such as observations and student test scores. The union argues that individual differences in students make the tests a poor metric, and that it's unclear how teachers of subjects that don't fall under the testing program will be evaluated. Tennessee officials are working to develop a measurement system for those teachers and are trying to ease concerns about the evaluation program by answering questions online.
