Union Pacific has already started moving dirt at the future site of its $400 million rail facility in Santa Teresa, N.M. The project has been called the most significant for the Santa Teresa area "since the international port of entry opened there in 1993," said Jerry Pacheco, International Business Accelerator's executive director.
