Jeff Bingaman, D-N.M., is against a proposal that would delegate the authority of the Department of Energy to evaluate grid congestion and establish national-interest transmission corridors to the Federal Energy Regulatory Commission. "The simple fact is that the states, rather than [the] commission, have always had exclusive, plenary jurisdiction over electric-transmission siting, and Congress has been reluctant to transfer that authority to the commission," Bingaman said.
