School officials in Washington, D.C., have eased some requirements of the district's teacher evaluation system for educators deemed "highly effective" for two straight years. Under the change, if those teachers maintain top ratings for the first two of five scheduled evaluations, they then would be permitted to opt out of the final three. The modification, to be piloted this year, could free up more than 400 observation hours that could be used to help teachers with lower ratings improve their instruction.
