Debit card issuers in the U.S. are testing a variety of changes, including new fees, to recoup revenue they expect to lose because of limits on interchange fees. The growth of debit cards is expected to take a hit because of the changes. "It is a changing landscape for consumers," said Tom Joyce, a spokesman for U.S. Bancorp. Some insiders say that the changes could prompt consumers to shift to credit unions and smaller banks that are not subject to the new restrictions.
