Borough officials in Gettysburg, Pa., approved a new sign ordinance 18 months ago, but they're still struggling to enforce the rules, especially when it comes to determining which nonconforming signs were in place before the regulations took effect and which were erected after the fact. Nonconforming signs that existed before the ordinance passed are allowed to remain unless more than half the structure is damaged or destroyed.
