The CMS on Monday unveiled rules meant to present higher-quality Medicare Advantage plans for seniors and to help improve quality among insurance providers. Under the new rule, Medicare Advantage plans with a five-star quality rating from CMS may be able to market their policies and sign up consumers all year, starting Jan. 1, 2012, while those with lower-quality plans may only be allowed to market during the annual open enrollment. The agency is expected to announce by October the list of plans that attained the highest ratings, with some changes in store for how plans are evaluated.
