A survey by consulting firm Oliver Wyman found that 76% of uninsured respondents said they would purchase health insurance to avoid penalties under the health care law, with those having the lowest incomes the most likely to purchase insurance. Were those percentages to hold nationwide in 2014 when the penalties are slated to begin, it would reduce the number of uninsured to 5% of the country's population and have 25 million Americans opting for coverage through exchanges, experts said.
