A bill introduced by U.S. Rep. Peter Welch, D-Vt., would create a three-state pilot project allowing participants to opt out of a Defense Department food-distribution program and use the money to buy local produce for schools. School-nutrition officials say the Fresh and Local School Foods Act would provide money to districts to buy directly from Vermont farmers, giving them an economic boost because food obtained through the Pentagon program comes from other areas.
