The $1.3 billion Interstate 15 Express Lanes project in California will create a 20-mile-long corridor of four lanes and is expected to wrap up by mid-December -- almost a year ahead of schedule and within its budget, says Gustavo Dallarda, Caltrans' I-15 corridor director. Remaining work includes construction of concrete barriers on express lanes, installation of overhead message signs and paving on some sections.
