The Commodity Futures Trading Commission is poised to vote on limits on commodities speculation at a meeting on Oct. 18, and a source said the agency has the votes needed to approve the limits. Gary Gensler, chairman of the CFTC, told participants at an industry conference that the agency also might vote on rules for clearinghouses. The CFTC also is considering extending some swap transaction exemptions from its rules, which are still being created, Gensler said.
