Congress needs to take immediate action to find ways to fund infrastructure improvement, writes Andrew Herrmann, president-elect of the American Society of Civil Engineers. He cautions, however, that a "short-term fix is not nearly enough. Infrastructure investment can and should be much more -- the backbone of a reinvigorated, competitive 21st-century U.S. economy."
