The Army Corps of Engineers is working to finish rebuilding three levees in two Missouri counties to 51 feet by Nov. 30. The agency breached the structures in May to ease the stress on other parts of the levee system along the Mississippi River. Some local residents and officials, however, said they fear that restoring the structures to 51 feet would not be enough to provide flood protection as the river has crested higher than that level during the past 12 years.
