Richard Davis, chief executive officer at U.S. Bancorp, said he is "frustrated" that Congress has allowed vacancies at the top of leading regulators charged with overhauling the financial system. "I'd like to have a better sense of where the endpoint is so we can all start marching toward that," Mr. Davis said. He noted positions at the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corp. and the Office of the Comptroller.
