The U.S. could suffer another major offshore oil spill if it doesn't reform its oil and natural gas culture, said Bob Graham, co-chairman of President Barack Obama's oil-spill commission. "The Gulf of Mexico had a culture of complacency. For every one fatality in the North Sea, there were four in the Gulf of Mexico," Graham said. He urged U.S. regulators to emulate the North Sea's "safety case" method, which seeks area-specific drilling risks from companies.
