Federal agencies charged with implementing the Dodd-Frank Act have missed most of their deadlines, but a Treasury official said they are more focused on getting the rules right. "We want quality and speed, but we're not going to sacrifice quality for speed," said Deputy Treasury Secretary Neal Wolin. "We want to make sure that we do these rules in a thorough way."
