The $5.4 million State Street project in Portsmouth, N.H., that is designed to replace and separate aging combined sewer and stormwater pipes has received the Outstanding Civil Engineering Achievement Award from the New Hampshire section of the ASCE. "A unique part of this $5.4 million project was the deliberate and effective involvement of stakeholders along State Street, including dozens of businesses, institutions and residences," City Manager John Bohenko said.
