In the KwaZulu-Natal province of South Africa, about 4,500 teachers leave the classroom each year, but only 700 educators are hired to replace them. Officials from the province told South African officials recently that what they describe as a "brain drain" has led to an increase in novice teachers in classrooms. About 15,000 of the province's 75,437 teachers also are considered underqualified or unqualified.
