Chicago Mayor Rahm Emanuel has outlined a new system under which top school principals will be eligible for bonuses of up to $20,000 for improving student achievement. Under the criteria, principals of similar schools will be compared and judged by their schools' reading and math achievement, college-readiness benchmarks and progress in closing the achievement gap, among other factors. The merit-pay bonuses will be provided by private donors.
