Months of meetings between staff of two U.S. senators and environmental and chemical-industry stakeholders could pave the way for legislation reforming the Toxic Substances Control Act, say representatives of Sens. Frank Lautenberg, D-N.J., and James Inhofe, R-Okla. The American Chemistry Council was among the groups that offered regular input on aspects of the 35-year-old law.
