A new teacher-pay plan in Iowa will be tabled for least 12 months to give policymakers time to study the cost and structure of this proposal as well as alternatives. Gov. Terry Branstad proposed the four-tiered pay structure, which calls for higher starting salaries and requires teachers to demonstrate effectiveness for advancement, as part of his education blueprint for the state, but questions arose about the cost of implementing the program.
