Nebraska needs to implement a law for pipelines despite the State Department's decision to delay final approval for TransCanada's Keystone XL pipeline, said Gov. Dave Heineman. Heineman said he is still worried about the project's potential effects on Nebraska's Ogallala aquifer. "They're going to go through a review and look at other potential routes, but there are a number of decisions they could come to. And so we need to keep a watchful eye on what the State Department is doing," he said.
