Defense Secretary Leon Panetta has written a letter to two senators warning of the consequences of the maximum 23% cut in defense spending if the congressional supercommittee fails to trim the federal budget. "Such a large cut, applied in this indiscriminate manner, would render most of our ship and construction projects unexecutable -- you cannot buy three-quarters of a ship or a building -- and seriously damage other modernization efforts," Panetta wrote.
