Educate Our State, a growing parent-network group in California, is training parents as advocates for school funding and quality education. The group has about 40,000 members who are proposing a constitutional amendment that would allow more communities to raise funds for schools through taxes and fees and would mandate factors other than seniority be considered in laying off teachers. "Parents are outraged that we've allowed California schools to get where they have," said Crystal Brown, one of the group's founders.
