About a third of companies' recruiting budgets are dedicated to paying outside recruiters, but only about 10% of job vacancies are filled by these recruiters, according to a report by human resources consulting firm Bersin & Associates. Job boards and in-company hiring are responsible for filling the most open positions, but several companies cited in the study indicated they are shifting a significant portion of their recruiting budgets toward software and social media tools, the study found.
