Fraud in Florida's no-fault auto-insurance system is making personal-injury-protection coverage unaffordable for many motorists and some insurers, said Robin Westcott, the state's consumer insurance advocate, at a state Cabinet meeting. PIP rates for some policyholders in Hialeah, Fla., have increased to $4,000 this year, while they were less than $500 in 2008, Westcott said.
