West Virginia Gov. Earl Ray Tomblin signed the state's Horizontal Well Act on Thursday, laying the groundwork for clearer regulations to guide hydraulic fracturing operations in the state. The development is expected to provide confidence to the natural gas industry to increase its investments and create more jobs. "I think West Virginia will probably be in a situation where there's more certainty," said Kathryn Klaber, president and executive director of the Marcellus Shale Coalition.
