Late last year, Congress eliminated the fifth and final year of funding for the Foreign Language Assistance Program, leaving an effort to develop foreign language assessments incomplete. The American Council on the Teaching of Foreign Languages had used its share of the grant to create new types of language learning programs across the country and perform assessments of students learning those languages. "We're very disappointed," said Marty Abbott, executive director of ACTFL. "The rug has been pulled out from underneath these districts."
