Jerry Brown's funding proposal for California's 2012-2013 budget includes $15.9 million for the state's High-Speed Rail Authority, showing Brown's "continued commitment to the state’s high-speed rail project," said Thomas Umberg, California High-Speed Rail Authority chairman. The new funding plan will also call for the creation of a new agency as the umbrella unit of the state transportation department and other transportation groups.
