New York school districts must adopt new teacher-evaluation systems within one year or risk losing a 4% increase in state funding, announced Gov. Andrew Cuomo during his annual budget address Tuesday. Cuomo declared a 30-day deadline for the settlement of a lawsuit by teachers unions over the new systems, after which he said he would introduce a statewide system in the legislature. "If we don't do this, we lose the Race to the Top money, so the equation is simple at the end of the day," Cuomo said. "No evaluation, no money, period."
