Pennsylvania Secretary of Education Ron Tomalis has asked U.S. Education Secretary Arne Duncan to allow the state to freeze its Adequate Yearly Progress targets for two years. The request, made this month, is an alternate approach to the No Child Left Behind waivers applied for by many other states. Tomalis' announcement has drawn support in some districts, where officials say it will be difficult to meet the target of 100% proficiency in math and reading by 2014 as required under NCLB.
