Washington, D.C., will consider a program that would offer top teachers bonuses to work in struggling schools. Under the three-year trial, teachers would be eligible for a $10,000 bonus and other incentives. The proposal, supported by D.C. Schools Chancellor Kaya Henderson, includes a commitment to recruiting and retaining top principals. Critics argue that highly effective teachers already working in low-performing schools should be eligible.
