Rep. Jeff Landry, R-La., said that President Barack Obama's recess appointment of Richard Cordray as director of the Consumer Financial Protection Bureau is a violation of the Constitution. Mr. Landry plans to introduce legislation that would block the appointment. Meanwhile, Rep. Patrick McHenry, R-N.C., has called on Mr. Cordray to testify before the House Oversight subcommittee. Mr. McHenry wants Mr. Cordray to explain how he plans to "implement and enforce the unparalleled powers of [his] new office."
