Opting for the "design-build" approach to rebuild New York's Tappan Zee Bridge will be both cost- and time-efficient because using more traditional methods would delay the project by one to three years, according to state Transportation Commissioner Joan McDonald. "If you want to put a shovel in the ground right away without having it 100 percent designed, that’s the perfect way to do it," said David Melillo, Metro-North’s director of construction management. "It’s going to save you a lot of time and it could potentially save a lot of money."
