The Houston GLBT Political Caucus has launched a petition drive to put a citywide non-
discrimination ordinance on the November ballot, and the effort has gained the support of Republican City
Councilman Rob Todd. “Everyone has a right to gainful employment and to be able to support
their loved ones, and if those aren't bipartisan values, then I don't know what is,” Todd said. In
2001 Houston voters approved a measure banning domestic partner benefits for city workers,
but Todd and others say the city has changed since then, as evidenced by the election of Annise
Parker, an out lesbian, in its last two mayoral contests.
