The Hawaii Senate is considering two laws that would ban pet sellers from selling cats and dogs that are not spayed or neutered, as well as to microchip any cat or dog prior to its sale. Violators would face petty misdemeanor charges and fines up to $1,000 per date of violation. Shelters and rescue organizations would be exempt from the legislation.
