A geography professor at the University of Wisconsin Colleges has used the U.S. Public Land Survey System to map a small town's needs for public services while preserving residents' anonymity. James M. McCluskey used a combination of the PLSS and surveys of residents in Wausau, Wis., to compile the maps and data. City officials will use the data to decide what services to provide and even whether certain breeds of dogs should be restricted.
