Michigan Gov. Rick Snyder is offering a 1% budget increase for the year beginning Oct. 1 to K-12 schools that demonstrate a full year's worth of growth on standardized tests, according to a preliminary budget proposal. To be eligible, schools also would have to meet other requirements, including offering students options to take courses online. The proposal represents a unique approach to funding, by offering districts financial rewards based on student progress.
