A North Carolina appeals court upheld the state Industrial Commission's decision that pets are property and a local owner could only recoup the cost of replacing the pet and veterinary bills, about $3,100 in the case of a Jack Russell terrier that died as a result of a medical mistake in 2007. The owners sought some $28,000 for bills and emotional damage. The family is considering appealing the ruling to the state Supreme Court.
