President Barack Obama's budget for 2013 includes $3 billion to acquire radio spectrum in the 700 MHz D-block for a nationwide public broadband network and $7 billion to build it. The budget says up to $300 million of the allotted $7 billion is to go toward developing technologies and standards for interoperability. Separately, $1 billion is aimed at hiring firefighters and will be included in Federal Emergency Management Agency funding for training and equipping first responders.
