States could adopt rules similar to soon-to-be-released federal policies for hydraulic fracturing on public lands to get energy companies to disclose the chemical ingredients used in the drilling technique, Deputy Interior Secretary David Hayes said. The planned rules will be similar to those in some states and will permit exemptions for "legitimate trade secrets," he said. "What we expect is that the momentum that you already see in states for disclosure will be reinforced by what we do," Hayes said.
