Twenty-six countries united in opposition to the European Union's emissions-trading scheme will meet in Moscow beginning Tuesday. A draft agenda of the meeting reveals the countries will debate a variety of countermeasures to the scheme. The U.S., China and Russia are among the countries that will be represented at the two-day meeting. Columnist Mythili Bhusnurmath said the best way to resolve the EU ETS opposition "would be to get the International Civil Aviation Organization (ICAO) into the picture."
