Supporters of TransCanada's Keystone XL pipeline celebrated a small victory following the Senate's rejection of a bill amendment that would have cleared the project. Though it fell short of the 60 votes needed for passage, the 56-42 vote indicates that a majority of lawmakers back the pipeline. "The chorus of bipartisan support for Keystone is growing," said Jack Gerard, president and CEO of the American Petroleum Institute.
