Voters in Evanston, Ill., on Tuesday will weigh in on a proposal to build a neighborhood school that would serve primarily black and Hispanic students who previously had been bused to other schools as part of racial-integration orders. Critics say the plan could harm academic achievement and serve to resegregate the city's schools. Supporters, however, envision the creation of a neighborhood campus that would foster parent involvement and community ownership.
