New York City Council Speaker Christine C. Quinn recently announced a push to make kindergarten mandatory for 5-year-olds in New York. She and a coalition of supporters, including Mayor Michael Bloomberg, plan to support state legislation that would change the law, which does not require students to enroll in school until the first grade. Estimates show that about 3,000 to 6,000 eligible students do not enroll in kindergarten each year.
