An extension of the surface transportation bill is likely and would allow more time for negotiations as some believe the House will not take up the Senate's $109 billion transportation measure by the March 31 expiration of current transportion funding, according to transportation industry observers. "If the House is not going to put a bill out until April, then you have to have an extension," said Joshua Schank, president of Eno Center for Transportation. "That opens a debate over how long it needs to be." Schank said the delay indicates Congress will temporarily extend funding "through the election."
