School officials in Rock Hill, S.C., are considering a new policy that would allow students to use their own laptops and smartphones in the classroom. The arrangement would free up the limited number of school-owned devices for students who need them, officials said. "We want to have a one-to-one (one device for each student) environment, but we don't have a funding source," said Luanne Kokolis, associate superintendent.
