While the number of students enrolled in free and reduced-price meal programs in Vermont has more than doubled in some districts, officials say the stigma surrounding the program is deterring others from enrolling. "It's really hard for people to ask for that money," said Kathy Alexander, president of the Vermont School Nutrition Association. "It breaks my heart because the money is there. The government has set that money aside for food for kids."
