Six of the 10 most free-spending countries that provide gasoline and energy subsidies are located in the Arab world, consuming vast chunks of gross domestic product that the United Nations Development Programme calls wasteful, and better spent on infrastructure and social spending. Moreover, the subsidies -- intended ostensibly to protect low income families from high fuel costs -- ultimately help the rich more than the poor, according to a report.
