California's cap-and-trade program should be in place in 2013 as scheduled, according to California Air Resources Board Chairwoman Mary Nichols. Concerns had been raised about the agency's decision to defer the first auction of carbon allowances until November, and about a lawsuit filed by two environmental groups against the program. The air regulator is taking the time to conduct tests to ensure that all will run smoothly, Nichols said.
